Sarah Neukomm is an expert in social policy and manages projects in a broad spectrum of social policy fields, namely in the areas of poverty, debt, disability, mental impairment, old age, migration, homelessness and social marginalisation. Its main focus is on the design and effectiveness of the state's livelihood security system, the organisation and financing of social institutions and services, the evaluation and further development of target group-specific measures and the management of the social and healthcare systems. To this purpose, she relies on comprehensive methodological expertise in empirical research, analysis, evaluation, concept development and process support.

Sarah Neukomm studied general history, political science and economics at the University of Zurich and graduated with a licentiate in political science. Her professional background prior to INFRAS ranges from the Institute of Political Science at the University of Zurich and the Department of Equal Opportunities at the University of Basel to research and teaching in the Department of Social Work at Bern University of Applied Sciences and the private research and consulting company econcept AG. She worked there for many years as an employee, partner and member of the Board of Directors and Executive Board. Most recently, she was managing director and independent consultant with her own company Neukomm Impacts GmbH.
